Current federal housing policy prohibits renters in apartment buildings financed by Government-Sponsored Enterprises (GSEs) like Fannie Mae or Freddie Mac from occasionally hosting their units as short-term rentals (STR), even when subject to strict conditions like night caps and occupancy limits.

Meanwhile, renters in apartment buildings backed by non-GSE lenders do not face this same restriction.

We believe in leveling the playing field for all renters by removing existing restrictions on STR activities in GSE-financed apartment buildings.

This change would allow more renters to access the benefits of STR programs like Airbnb-friendly apartments, while also giving more building owners, managers and landlords the ability to manage STR activity in a responsible and transparent way to the benefit of them and their community residents.

The Renters Opportunity Initiative is a group of housing stakeholders — including short-term rental platforms, multifamily industry participants, and nonprofit trade associations — advocating for rental fairness by supporting policies that allow renters to participate in and benefit from short-term rental programs.

Initiative supporters believe that removing restrictive loan terms from GSE-backed properties will level the playing field for all renters and allow more renters and property owner-operators to access the benefits of short-term rental programs.
